Check the image resolution.  I would guess you have the image set at
700 pixels/inch. Change it to 72 pixels/inch (uncheck the box labeled
"resample image" when changing the resolution in the Image->Size menu
selection to leave your image unchanged.. otherwise, the change in
resolution will actually shrink your image.. PS will try to maintain
the original print size of the image in inches, shrinking it down to
size.)

You must always specify a point/pixel size of at least 4.. anything less
would be useless (4 is actually useless in most cases also)  Photoshop
will not render any text above a certain actual pixel size (hence the
upper limitation on point/pixel size)  This literal limit is the same no
matter what the pixels/inch is set to, so the point representation of the
limit changes (103 point in 700 ppi is the same as 1000 point in 72 ppi,
as far as sheer number of pixels displayed)

The actual pixel size limit is quite huge, so you shouldn't really have
any trouble, unless you are creating 600 ppi images for use on a 600 dpi
printer.. but then again, if you are creating text for print media, you
should be using something more along the lines of Illustrator.  I believe
there are actually plugins you can get that will render text above the
1000 point (72ppi) limit, but I don't remember any names right off hand.
