Since my machine is used for little more than web design, I created a
background image with a 640x480 section on it (You could decorate it if
you wanted to, just as long as it is distinquishable from the rest of the
background.  I then size all my browsers to that section of the screen (I
have NN2, NN3, NN4, IE3, and IE4 on my machine for testing)
When I want to see what it looks like at full screen, I hit the fullscreen
button in the upper right corner of the window.  If I want to view it at
640x480, I simply make it windowed instead of fullscreen, and it
automatically sizes itself correctly.
