You are probably trying to resize an image in indexed format (gif).  Increase
the colors to RGB and try it again.  If the image is in indexed color and you
are having the same problem, you are most likely not resampling the image.  If
given the choice, resample instead of resize, and always use the anti-aliasing
option.
