If there is an example you like with a URL, send it along it might help
pinpoint what effect you mean.
Otherwise, in PaintShopPro you might try setting the "feather" option on the
"select" tool.
If you have a photo going to be set on a page with a white background,
- open the image in PSP,
-raise the color depth to 16mil (for smoothness - if not already set there)
- set the background to white 
- choose your SELECT tool (little dotted box icon) set the "feather" to about
6-10
-select around the outside of the main part of the image (leaving a little
border to "feather"
- then either IMAGE "crop" or EDIT "copy/paste as new"

You should have your image with faded white edges.

FYI - In raising and lowering color depths:
If you want to save as a .gif, then after you have your image as you like it,
go to COLOR, Lower Color, 256.... at that point choose "nearest color" if
there are large blocks of color within the image, or "diffusion/dither" if it
is photo-like or lots of mixed colors. BEFORE YOU SAVE AS GIF. Otherwise a
default method of color lowering will be used and may not be the correct
method for the image. "Pixelating" or "screwed up colors" will be the result
if left to default.

Always make sure you experiment with copies so your original is still intact
