I'm on a Mac (OS 9.1) with Illustrator 8.0.1 and Photoshop 5.5. 
Illustrator will export in Photoshop 5 format with options to retain the 
layers and apply anti-aliasing. Illustrator will open Photoshop native 
PSD files but merge the layers.

Maybe it's the particular software versions not working together?

The Apple file translation control panel should let you map qtif files to 
Photoshop, but I don't have time to try it right now.
