Transform is under the Edit menu in Photoshop.

The Shear tool in Illustrator (found with the Reflect tool) might also
serve.

If I understand what you want to do, you can use Photoshop. I don't have
it open and don't know the tool and menu names. Do a transform-distort.
Or a transform-perspective. That will give you handles at the top that
you can move towards the center and down to simulate the effect you
want.
