The Web Palette consits of every combination of 51 and multiples of 51.

In decimal, the possible values are:
0, 51, 102, 153, 204, 255

In hex, they are:
00, 33, 66, 99, CC, FF

(6 values x 3 color attributes ) =  6x6x6 = 216 Possible colors

So possible web-palette color combinations include:
000000
000033
000066
000099
330000
330033
66CCFF

Etc

Which, of course, makes it easy to pick a web-palette color without the
need for the actual palette.. of course, it also makes creating a palette 
possible if you need one.  Just start with a blank white image and add a
pixel or two of each color until you have all 216 (would take a while, but
it is feasible if you are desparate) then convert to indexed color and
save the palette.
