Here is a snipet directly from the PhotoShop HELP:

To contract a selection border:

1  Choose Select > Modify > Contract.
2  For Contract By, enter a pixel value between 1 and 16 and click OK.

The selection border is decreased by the specified number of pixels. If
part of the selection border runs along an edge of the image, that part is
not affected by the Contract command.

Don't ask me why they did it this way.. sheer stupidity would be my guess.
To make a "contracted" version of your selection, try deselecting a 1
pixel line on each side of your selection then selectiong Contract by one
less pixel than you wanted to.. IE 3 pixels instead of 4.

Or just expand your canvas by one pixel in each direction, reselect the
area and contract by 4..
