Nope. See the HTTP 1.1 (or 1.0) specification documents... either an RFC
library or W3C would have them. Or perhaps Volume 3 of Stevens' TCP/IP
Illustrated, the chapter on HTTP. Specifically, that HTTP is a "lite"
protocol, one which involves browser-requests-file, server-provides-file.
Ergo, what the browser requests is what it gets. Possibly some files are
served faster than others due to directory structure, such might certainly
be the case with Windows 3.x and even 9.x file systems

Graphics are obtained by a browser in the order it so desires, from its
cache, indirectly (possibly) via proxy servers, and/or from Web server(s).

Consequently, the way the particular browser works, what files might
already be in the cache, what files might already be in proxy servers, the
responsiveness of the Web server(s), network latency, network performance
and congestion, the size of the various files, and the version of HTTP
being used might all influence the matter.

Given all of that, it is certainly possible to change the page structure to
_influence_ the presentation, up to a point, at best. For some, possibly,
it is worth the trouble. For many, I would be doubtful.
