CONTRACT: HTML Programmer - Australia

I have a Microsoft Word (2000) document of about 50 pages (17,000 words)
that I would like converted to a number (about 15) of web pages. The document
will indicate which sections go in each web page. The document makes extensive
use of heading styles and other styles. It also has a Word index. The document
is about Internet technical standards relevant to education in Australia. The
document contains numerous URLs that link to external web sites. There will
also be a significant amount of cross-referencing between separate pages.
The project website, being about technical standards, should be exemplary in
its use of standard HTML and accessibility. One of the pages to be created
will be an index page that links back to the relevant anchor points in each
section.

The Word index provides page numbers but I am not sure if there is any
automatic way of converting these to hyperlinks to relevant anchors.
I would like to contract with someone to convert the text to the required HTML
pages. I am planning to organise overall graphic design separately but would
consider some aspects of this being part of the contract. I will need to
maintain and update the HTML myself to keep the content up to date. At the
moment I am using FrontPage 2000 but if there is a strong argument for having
to maintain the content in another authoring tool I will consider this.
I have a rough version of the text now and will have finished editing and
marking the index entries by Tuesday 20th June and would prefer the HTML work
to be completed in a week after that if possible.

Price is always a consideration but I am interested in a professional job
producing clean and maintainable HTML. I would prefer a fixed price contract
once you have looked at the content and we have discussed requirements.
I would prefer to contract with someone in Australia, but if this is not
possible would consider someone in another location as long as we can organise
phone conversations and payment details. (If you are in Australia you will
need to have an ABN.)
