bizarre netscape layer/form problem

I have a form tag surrounding a table.within that table are some layers.
the form elements aren't showing up on netscape eventhough none of them are
in
a layer.once i take out the layer tags(they're only bloody in there for the
sake of the netscape javascript dom) the form elements appear again in
netscape.what the hell is going on.
There are no missing tags.
