The ones you've seen using IFRAMES may only work in IE, but it is possible
to use CSS and get it to work perfectly well in both IE and Netscape 6+.

You do it by using the overflow property.

example:

#myDivID {
width: 300px;
height: 120px;
overflow: auto;
}

<div id="myDivID">
Insert a great deal of text here.
</div>

The amount of people using browsers that don't support the above is about as
negligible a percentage as those who don't have JavaScript enabled.
