Putting complex forms online

Hello,
I have a question regarding a couple of very complex forms I have to put on
a website. The client wants something that is easy to use and streamlines
the process involved in the traditional way these forms are submitted. One
form in particular is quite large and have to split up amongst 3 pages.
There are probably at least 40-50 form fields in total by the time I'm done.
What is the best way to capture this info and error check it as I go?
I am considering a database, cookies or writing to a text file. Alternately
it may make more sense to put it as a downloadable PDF so people can just
fill it out and fax it in. This would probably be a heck of a lot easier and
less cost to the client but then seems little better than the way it is
being done right now.
My tools are ASP & Access...a bit o'javascript. I'm not proficient enough in
CGI/Perl to be beyond knowing enough to be dangerous. I would like to get
some opinions as to what others have come across and the pitfalls
associated.
