Unicode/MBCS

I'm currently having to update a site to handle asian customers
and have some questions on unicode or MBCS w.r.t. both
web pages (html and asp) and also passing the strings through
a Perl cgi, and ultimately processing the code in a C library,
similar to the fly library, to produce a final gif, jpg, or whatever.

If anyone has expertise in this area, it would probably be best
to email off-list to avoid clogging the list with this.  I'll be happy
to send more info as well as URLs of existing site, etc.
