I've just checked with the School networking admin and he says that the last
time he checked that he was pretty sure that they COULD accept cookies,
although he is verifying this for me and will get back to me on it.

This is apparently the only school that is experiencing this and if I set up
a test script that does NOT check for the SessionID, then they can indeed
log in.  The same script echos the SessionID to the screen and it is blank
(which means that the updated script is doing exactly what it should -
preventing them from viewing any content if they have not been assigned a
SessionID).
