If this is any concellation, not many people still use IE3. For my own site,
IE3 users account for .4% (yes, point-four-percent, or four out of every
thousand) of user sessions. There are quite probably more people coming to
your site with newer browsers but with javascript turned off.

And, if you take the view that .4% is still too many people to turn away,
then also note that my logs say that .08% (eight out of ten-thousand
sessions) still use IE2.
