NT server probs

I recently moved a version of Cliffs counter from a Unix server where it 
works fine, to an NT server where it doesnt. DATE_LOCAL and DOCUMENT_URI are 
comming up blank, visitor logging is impossible without. Cydian.com insists 
they provide all enviromnent variables so it must be my fault.
Is there anything I should change in this? The code cant tell one page from 
another, nor the date.
