ampersands in query strings getting messed up?

HI all

We have been having problems with ampersands in querystrings being turned
into "=A4" or "=A4cy".  Of course this messes up any scripts we have that
require the information in the query string.  At this time we are still
unsure of which browsers/platforms are being affected, but it doesnt affect
any of the pc's we have.  Is this a known issue? Is it safer to use just &
or &amp; ? 

ANY help is appreciated.
