The problem was my firewall.  After Stephanie responded that it worked, I
verified my suspicions of the firewall that I installed a few weeks ago and
that was the problem.  It was blocking the referrer URI.  I can simply
disable it temporarily if I want to check the validator (unless I figure out
how to allow that one site to access my system).
