You could also use a Server Side Include  (SSI) statement that pulled in the
toolbar to every page. And then browsers that don't support frames (or
people not using frames) will see your toolbar. They'll also be able to
bookmark all your pages easier (since putting your pages into a frame will
only let them bookmark the frame page).

Having said that, setting your site up to properly use SSI is another
matter.
