CGI on IIS

OK this should be a simple thing, but I think my brain is stuck in unix
mode.

How do I call a (perl) CGI script from a web page on IIS (on NT).

I'm trying to use <!--#exec cgi="helloIIS.pl"-->

the script is in the same folder as the web page, and has all privilidges.
It has the conmtent-type text/html line in it.

further if I run

helloIIS.pl

fromn the command line it works fine.
