basic meta tag question

I'm ashamed to ask such a basic question. I have multiple word phrases that
my client would like indexed when a spider visits. Do they have to be
delimited with something more than a comma? It seemed to me you were
supposed to use a single-quote around the text string in a meta tag, but I
don't find any mention of it in the places I've checked. Help me get this
right and I'll send you an e-cookie. :) Thanks a bunch!! :) See below...
