Log in problems

Hi,
I am having a problem which is driving me nuts and thought maybe one of you
gooroos could help me out!
I lease a Cobalt RaQ3 server to host websites on. Lately, for some reason I
cannot figure out, I cannot log on to the server using FTP or Telnet from my
computer (I have cable access through Charter and I'm running Windows98SE).
I have OpenSSH installed and I can use both Putty and WinSCP to access the
server from my computer. I have successfully logged on from another
computer using a dialup account. I contacted tech support at the company I
lease from and they can find nothing wrong on their end (they were able to
telnet in to my server). Whenever I use FTP from the command line, I get a
message telling me I have connected to the server, but I never get a log in
prompt and eventually it times out and disconnects me. Same thing with
Telnet, I'm told I am connected, but then I never get a log on prompt. And
when I try to access my email accounts on this server, half the time the
SMTP server doesn't respond for as long as 2 or 3 minutes, but this happens
sporadically.
I am guessing there is something about my workstation that is blocking the
response from the webserver. I can ping it just fine, no problem. I can't
think of anything that I have done to make changes to my computer (no new
software, configurations, etc). Does anyone have any ideas - I am running
out of mine!
