modem?

I had some trouble getting this through before so...

Does anyone have experience running mutiple modem connections out of NT
Server 4.0?  The client has four phone lines, two used for voice, one for
fax, and one for internet access.  When multiple users all try to hit a 57K
connection at once, it gets really slow.  We'd like to set it up so that the
fax line is available for internet access unless/until it needs to fax in or
out, at which point the fax would automatically get priority.  Yes, ISDN is
something we need to check into, but here in rural New Mexico we're a little
behind the curve.  Comments?  Suggestions?
