Just picked up this thread so sorry if I'm repeating...

I have been using a Canadian company, Black Sun (www.blacksun.ca) for a
while with great success.  I have even broken my 'no more than 5 sites with
any single host' for these guys and now have 8 of my sites hosted with them.
Great fast friendly AND knowledgable tech support.  Complete services on
Windows NT servers and competitive prices.  I know they are really from
Canada from the address on my phone bill!
