Before you reinstall IIS, you could try making sure that the IWAM user
you created is a member of the right groups and has the correct user
rights (and NTFS perms to any registry keys or files--you can run
sysinternals regmon and filemon to find out what it's failing to access
if you get stuck).

MTS trusted Impersonators
Guests
Users (may not be necessary depends on NTFS)
DCOM groups if you have them

Access this computer from network
Log on as a batch job
Log on locally

See Q195956 for instructions on how to re-synch the IWAM passwords in
user manager and metabase, then Q234142 if you have any out of process
apps.

If you are using CDONTS, you need to reset the permissions on the mail
folder structure for the new IWAM account

Run dcomcnfg.exe and add IWAM under Default security settings, def
access and def launch


On second thoughts, its probably easier to reinstall the SAM (or even
all of IIS)!!
