Online control panel, content management, website templates

Hi All,

I'm looking for a *nix package that will let site owners manage their own
sites through an web based control panel.  I'm trying to find something that
will let them manage layout/images as well as content.   I need something
that has site templates as well, so that they can quickly change the look of
their site.

I've briefly looked into two options:
- phpWebSite.  http://phpwebsite.appstate.edu/.  Recently mentioned in one
of the hwg lists.  However this seems to be still a work in progress and
looks to be more of a portal solution than for a business domain.
- Zope.  www.zope.com.  I think this is going to be too comprehensive and
require too much of a learning curve.

Any suggestions on what people are using?
