Database <-> CGI

Hey,

i am implementing a web page that will become an online course in
electronics. i am hoping that there is a way that I can make all the lessons
a part of a database, then use a CGI script of some kind to allow the users
to access their course. I also hope to keep a database of users (Students)
and track there status and show it to them on a customized front-page. What
software would be best suited for this? cost is a factor as i am doing this
for a class and dont have much money to spend...
