This is not answering your question about Visual Basic.  Considering the
small number of items that will be sold, have you considered just using a
form rather than a full blown shopping cart.  You may want to take a look
at:

The program is Merchant Orderform.  We have used it on a couple of  sites
and it works great, is very inexpensive and has fantastic documentation.
The program does all the calculations for you etc.
