This is not true. I just tried it. I can open MSIE4 several times and close
them one-by-one from the Ctrl-Alt-Del Close Program dialog. Windows Explorer
never closes, even when I close the last instance of MSIE. I do not have
"Browse in a new process" selected.
Maybe your MSIE is not registered properly, because the bahaviour you
describe is incorrect.
