You get that message because your page specifies that file, and it does not
exist.

The page makes reference to a page that is not present on the Web server.
As Netscape correctly reports. You can confirm this using a tool such as
lwp-request and examining the page and results returned.

Whether the problem is with the tool being used, or with the way the tool
is being used, is something you'll likely want to determine.

As to whether MSIE is unconcerned or clueless regarding the missing file,
I'm at a loss to offer a polite suggestion.
