Dynamic logo on t-shirt

Is there a web tool that would enable me to create a web page for a 
t-shirt company where the browser can select a t-shirt, then upload 
their own single-color logo in transparent GIF format to the site, 
and then dynamically position, resize, or even change the single color 
of their logo on the shirt so that they could view and print what the 
shirt would look like?

Is this possible in Shockwave?

Any solution must be usable in both Netscape and MSIE.
