I had some experience implementing Bitstream TrueDoc in a site that my
company had built.  We discovered right before we launched the site that in
IE 4 and 5, if a user chooses NOT to accept the Active X control to have the
Bitstream plug-in installed, an annoying pop-up window comes up on EACH PAGE
and keeps asking! 

I asked someone at Truedoc if this was a bug, and the reply was essentially,
no, it's a feature.  Go figure.  Basically, it's up to you and your clients
to decide if it's acceptable to force IE users (Bitstream is built in to NN
4.0 and above) to install something if they want to visit your site.
