I have used:

WebWriter/2 1.1 (non-visual tool)
Orb for OS/2 (command line pre-processor, which WW/2 had some support for)
PMView (a very simple graphics retoucher)

I am currently using:

Emacs 20.2 with a modded version of html-helper-mode (non-visual tool)
GIMP 0.99.23

(BTW, there is no such thing as a WYSIWYG editor for HTML. It is much more
accurate to call them WYSIOPR (or just visual) editors.)
