RE: CSS Question

I am working on tweaking a style sheet and cannot seem to get the
background position to handle as expected. I need  the background to
start flush with the left side of the page (horizontal 0px) and down
about 40px (vertical 40 px from the top left of page).

Here is what I have put in my style sheet, and no matter what I do, the
image starts at 0px 0px. I have looked at references in my books (all my
Eric Meyer reference books) and various web info pages. Can't figure out
what is missing to get the darned thing to move down vertically while
staying against the left side of the page.

The class is called in the <BODY> tag from an imported style sheet.

.navbar {
 background : url(../images/navbar_ltblu_tile_139px.gif) repeat-y fixed
0px 40px;
}
