restricting the size of an image

Someone posed this question on another list, and it seems to me that
I've seen the answer somewhere, but (of course) I can't find it. Thought
I would try here...

This guy has a site on which people can display photos. Some of them
upload the photos, and some just point to an image at another location.
His page layout is set up to handle images not wider than 600px, so if
someone uploads a large image, he resizes it before displaying it. Of
course, he can't do that with images pulled from other locations.

Is there a way to set up - for example - a container DIV and restrict
its width so that the image inside will be cropped?
