@import and background-image

I'm using @import (in my external stylesheet) to bring in a secondary
stylesheet that contains styles for newer browsers that have a tendency
to mess up NN4 (alas, some of our clients are still running NN4...)
This doesn't work when it's in the imported stylesheet, even though it
works in the main stylesheet:
background-image: url(/_images/menu_bottom.gif);
Any idea why?
