I hope this ascii art comes through okay:

That is my intended look, where the solid lines ("|" and 
"-----") represent a drawn border, the dotted lines ("'" and 
"- - -") represent the current invisible table cell 
divisions, and the periods represent a background color 
contrasting with the main white background.

What I want to ensure is that "bottom Nav" appears at the 
very bottom right of the page, even though I don't know 
which of the upper panels is taller.

I managed this through the simple 2 x 2 table you can see.  
Since my navigation is only one line of text, it doesn't 
bother me much that I force the empty cell below "main 
Content".  But it would ideally sit to the right of the last 
line of main content, as long as this line is lower than the 
bottom of "main Nav".

The users' impression should be that the whole right-hand 
third of the page is for navigation / administrative / 
copyright info, with a copy of the text navigation bar 
(e.g. "Previous | Home | Up | Next") at the very bottom.

So to answer your question, I don't care at all about 2 x 2;
that was just a convenient way to get the above.

And now I think I see a simple way to nest my <.div>s to 
achieve it. I'll post the results as soon as my job gives me a 
chance to work on it.
