I said something similar, too.  But then I realized that it was likely
old NN4 thinking that was affecting me.

from http://www.w3.org/TR/REC-CSS2/syndata.html#uri:

    "For example, suppose the following rule:

        BODY { background: url("yellow") }

    is located in a style sheet designated by the URI:

        http://www.myorg.org/style/basic.css

    The background of the source document's BODY will be 
    tiled with whatever image is described by the resource
    designated by the URI 

        http://www.myorg.org/style/yellow"


So the URI / URL should by the specs be -- and in most browsers, will be --
relative to the stylesheet.
