Use the "padding" tag:

padding-top
padding-right
padding-bottom
padding-left

If you write the shorthand version:

TD { padding : 2em 3em 2em 3em }

You're defining top and bottom paddings of 3 em's and left and right paddings 
of 2 em's in a table cell (data).

Same thing with border -  border-top, border-right etc.
