I must admit that's the most bizarre NS4 bug I've seen in a long time.

I downloaded a local copy of your page and modified it to always use the IE 
stylesheet. Then I stripped out all the HTML I could without the problem 
going away; I was able to get it down to just the HEAD and the navigation 
links. Then I started to strip away all the CSS I could without the problem 
going. Amazingly, the problem was present for just the three link rules, 
but not if there were only two - the a:link and either of the others.

I then tried removing the individual declarations. border:none wasn't 
actually doing anything. This seemed to solve the problem. Curiously, 
putting border-style: none into the CSS in place of border: none also 
solved the problem.

I then put everything else back in the file and uploaded it to 
http://aamcf.co.uk/temp/webdesigncs.html where it works. This problem is 
mentioned on http://css.nu/pointers/bugs.html#NN4 I'm not even going to 
pretend I understand this particular Netscapeism, but I am pleased to have 
found a way round it.
