I tried this:
<table style="width: 300px; height: 500px;">...
<table style="width: 100%; height: 100%;">...
This worked fine in IE5.5, but behaved the same as you described in
Mozilla M18.
What about something like this:
<table style="width: 300px; height: 500px;">...
<table style="width: 290px; height: 490px;">...
This seems to work fine in both.
To answer your question, though, it would seem like this is a bug. It's
actually a pretty longstanding bug, as Netscape 4.x does it as well.
