rollovers & Netscape -- HELP!

Can someone who understands the intricacies of Netscape please look at
the HTML source for:

http://www.gpworldwide.com/main.asp

and

http://newsite.genphysics.com/template/template.asp

and explain to me why the rollovers work in NN4 in the first site, but
not the second?

As far as I can tell, the code is the same. The rollovers work in IE4
on both sites.
