Click through?

Hi,

I'm not sure what you call what I am trying to do, but I'll try to
explain it clearly.

I have a link on a web page that links to an application form. I want to
cause a .PDF file of a disclosure statement to pop up when some one
clicks on that link before they are sent to the application form page.

How can I best accomplish this?
