I have to make a correction there. Windows 2000 Professional comes with
Personal Web Server and is available via the normal windows setup tab in
Add/Remove Programs. This does actually install IIS but it's a scaled
down version. Windows 2000 Server and above use IIS (the full version)
and so does Windows XP Professional. Using Personal Web Server on
windows 2000 professional is a good way to start if you have no
experience in this area however you soon find its limitations.

Windows 2000 does not support Personal Web Server. It supports Internet
Information Server - or IIS. PWS is IIS Lite, or IIS is PWS on
steroids.
When you install Win2000 from an "official" M$ CD, IIS is an optional
install.
What you have may be a recovery CD, which you would use in the event of
a hard
drive crash or a virulent virus attack. As such, it may be a minimum
configuration.
This may be where you find out how good Dell's customer support is.
Call them
and ask how to install IIS from their OS CD. If it's not on the CD, ask
them
where on M$'s website you can get it.
