Yes there is.
Make sure you are using CSS for text formatting. In your style sheet,
simply set the text size in either pixels or points.
However, why would you want to stop people from changing the size of the
text? If they are unable to read your Web site, and NEED to increase the
font size, you should not attempt to stop them.
