Russian text how?

I'm building a site where one of the languages is russian.  I'm being sent
the translated text in *.doc format and the text looks just fine in Word but
how do I get this text on to the web page?

Doing copy and paste just shows a bunch of question marks so what I did is
saved a copy of the *.doc file as *.htm.  I looked at the code and I see
that all it does is change the letters to their equivalent in ASCII.  I know
this will work but isn't there a better way?
