I don't consider the 216 web safe pallete much anymore, because my audience
has graduated to better PC's. Here are some statistics based on the traffic
from my sites:

92% of my web audience uses some type of Windows operating system (Win 98,
95, NT)

Over 65% are using Internet Explorer version 4 and above

22% use Netscape

83% have a screen resolution of 800 x 600 or higher

90% use at LEAST 16 bit (65,000) colors


I now design for the following minimum requirements:

800 x 600 screen resolution
Internet Explorer or Netscape version 4 or above
16 bit color

Is this right for you? I say you have to consider your audience.  If you
work on an Intranet site where all the users have 256 color and 640 x 480
resolutions, you should design accordingly.

If you still desire to design for 256 color settings, there's a nice site
out there that will help you blend more than one web safe color to make a
new one.
