Have you taken a look at PayPal yet? Free is as cheap as it gets, lol.
Also, Americart is less than "3 bills a year" and has a boat-load of
options. For the client on a budget I always look to these 2 solutions
first. Depending on weather or not you are working with a database and
ColdFusion or ASP or PHP or "whatever", either could easily become a
dynamic solution, giving your client a great deal of product control.
