The search for widgets

Hi,
Let's say I have a client, Joe's Widgets. He has the domain name
widgets.com. Now let's say I have registered another domain name,
joeswidgets.com and I only publish one page to this domain, a page which is
an exact copy of index page for widgets.com. All the links on the index
page for joeswidgets.com point to the widgets.com site. My hope is to
increase traffic to the main site by submitting both widgets.com and
joeswidgets.com to the search engines. I've optimized joeswidgets.com to
target only the keywords widgets, but when I submitted the original
widgets.com site, it includes keywords and descriptions for widgets,
gadgets, gizmos and whatzits. I figure that most people looking for widgets
will type in "widgets" in a search engine and by having two domains, and
specifically targeting one site for the search for widgets, I've doubled my
chances for success.
Does this make sense? Will it work? Most importantly, is this considered
spamming the search engines and will ultimately result in the blacklisting
of both sites???
